Preserving nature and livelihoods: joint action plan to address climate risks in Europe's protected areas

Biodiversity loss poses a significant challenge to humanity. In response, Organization for Security and Co-operation in Europe (OSCE) and adelphi, a Berlin-based think-tank, have released a Strategy Paper that focuses on strengthening cooperation to address climate-related security risks in the Shar/Šara Mountains and Korab Massif Area of South-Eastern Europe. This region is a biodiversity hotspot, encompassing protected areas spanning over 240,000 hectares and supporting the livelihoods of more than 100,000 people.

The Strategy Paper, developed in collaboration with regional stakeholders, highlights joint actions and tangible project ideas to combat the threats posed by environmental changes. It emphasises the need to tackle issues such as illegal logging, hunting, and wildlife smuggling, while also enhancing resilience against forest fires. Additionally, the strategy aims to create livelihood opportunities, particularly for women in the area.

The formulation of this strategy involved consultations with park management authorities, governmental agencies, local NGOs, and relevant regional and international organisations. Through this inclusive approach, a shared vision and action plan were developed to address climate-related security risks in the region.

The Strategy Paper falls under the framework of the OSCE's extra-budgetary project, ‘Strengthening responses to security risks from climate change in South-Eastern Europe, Eastern Europe, the South Caucasus, and Central Asia’, implemented by the Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) in partnership with adelphi. The project is supported by multiple countries and contributes to the implementation of the 2021 OSCE Ministerial Council Decision on climate change.
